Carlozzzzbr you read my mind. I was just perusing through to the end of the posts, so I could declare that Lucy from Elfen Lied had, hands down, the worst childhood, but it seems you beat me to the punch and stated it so eloquently; kudos.

Kids should be allowed to use the internet. Teaching them to properly use the internet is like teaching them to properly use guns, they're both dangerous, so show them what to do and what not to do, and let them have some supervised experience at it, and the results will be great.
